In an atmosphere of strategic cultural diversity and with a desire to see all of mankind brought into the eternal kingdom of God, Jesus called the church together and gave it the mandate that guides our model of Church ministry:
To go and make disciples of all nations, baptizing them and teaching them all of His commands, knowing that He is with us to the end.

We desire to be a culturally diverse, Spirit-filled church compelled by the love and compassion of Christ. We will be a refuge, a safe place where the least, the last, and the lost can come and find hope in the message of salvation in Jesus Christ. City Refuge rests upon the fact that God is building His Church, and the gates of hell shall not prevail against it. City Refuge is more than a building, it is part of the body of Christ, living out God’s mandate to reach the world with the gospel. Through strategic outreach and discipleship, it is our desire to see the Gospel preached in Macon, Middle Georgia, and around the world.

City Refuge is dedicated to worshiping (God), reaching (the lost), teaching (Christ), and sending out (disciples).
Many years ago, when we first felt the call of God to plant a church, we knew that we had a distinct calling to bring about a change in welcoming diversity. Diversity is about much more than just the color of a person’s skin, it is about culture, background, family, language, origin, history and so much more. We long to see diversity celebrated, not just tolerated. We long to see people from all walks of life growing spiritually by the standards of the Bible and working together to fill the kingdom of God with souls. We long to see others share in the joy of the kind of diversity that Christ encouraged during his earthly life and through his mandate to his followers.
We are a multicultural ministry couple, both ordained with the Assemblies of God, and have a united passion to see souls saved, gaps bridged, and people fulfilling their God-given callings to win the world for Christ. In 2019, when God first began to break our hearts for Georgia, we did not know when, where or how this would take place, but in time, the calling grew so great that we knew we had to begin praying and planning for God’s next steps. In 2022, after praying and fasting and many confirming conversations, we decided to make a trip to Macon to pray and see the area and hoped to have more direction. During that trip, the Lord began opening doors that no man could have opened, and we had several more confirming conversations. We made the decision to resign the church we had pastored for 6 years in Blair, NE and move to Macon to begin the groundwork for City Refuge.
City Refuge was the name of the church that God had dropped in Charles’ spirit, and God began to give us the vision of what the church should be. Psalm 46:1 says, “God is our refuge and strength, an ever-present help in trouble.” The Church is Christ’s ordained gathering together of the people of God to be encouraged, strengthened, equipped and sent out for the working of the ministry in this world. We believe that the local church is a representation of the refuge that we have in our mighty God, where all believers are able to meet together and be strengthened for the work of the mission of God, and that is what we want to be in this city.
